CHARLESTON, W.Va. (AP) — An investigation that found syringes were being reused at a West Virginia pain management clinic — whose operator had his medical license revoked in Texas — was triggered after a patient developed bacterial meningitis, a health official said Tuesday.

A widow who lost her husband to lung cancer stemming from decades of chain-smoking has received a $23.6 billion punitive judgment against cigarette manufacturer RJ Reynolds. Her legal team had argued that the company had been negligent in informing consumers of the dangers of tobacco, making it responsible for her husband's cancer and resulting death. In addition to the multi-billion-dollar punitive judgment, she was awarded $16.8 million in compensatory damages. RJ Reynolds called the decision "grossly excessive" and plans to appeal. Discuss

A new UK law requiring Internet service providers (ISPs) and mobile companies to store user data reflects a growing and worrisome trend of mass surveillance by governments. The UN High Commissioner for Human Rights, whose off ice released a report concerning the issue, expressed concern that such government-approved programs are becoming "a dangerous habit rather than an exceptional measure" and that more needs to be done to ensure that people's personal freedoms are protected.
